Softstar's NPCs
I noticed new NPCs in London.

So they are the Softstar-placed NPCs for the "Win a Trip to Dubai" Event. It seems that these NPCs are placed at all major cities.
Now, if Softstar can create and place their own NPCs, why don't they use this feature for more events? Or they could just create NPCs with fixed dialogues?

Like many eastern mmorpgs my guess is that all pertinant information like quests, dialogue, etc... is stored in a database on the server. That way all you really need to do is change the text in the database for it to show up differently in-game. NPCs are probably also in a database that tells what model to use, name, location, etc...
Hmm... Not sure how the contract between Koei and Softstar goes. However for visiting-places-and-submitting-stuff events, it should be not difficult to configure it to be handled all by NPCs. At least the stuff-submitting codes are already written (Easter Event and Fiesta San Antonio).
