Well, let's start with the Peddler nearest to the church.
His request was the easiest. Just submit 10 sardines, and you would be given 2 barbecued sardines, which has the Partying effect.
You could do this indefinitely. However I would suggest once only. The barbecued sardines only has Partying Rank 1, relieving three Fatique Points only. You would also need wine for that. And your men would get drunk and confused.

Oops. XD It belongs to the Foreseen Group. Not sure whether its English name is really the Chinese pronunciation, Sheng Xuan Ming, or not. It's difficult to find official information about these two names even in Chinese.
